Major customs change – Regulatory Fee Italy

As of 1 January 2026, the Italian Government introduced a regulatory fee on low-value shipments (B2C and B2B goods value under €150 EUR) imported from non-EU* countries into Italy.

This regulatory fee of €2 will be charged per low-value shipment. It applies to shipments with a goods value below €150 (excluding insurance, shipping, and other applicable costs) that are cleared under the simplified customs declaration process.

Please note, the Italian regulatory fee is a mandatory fee imposed by the Italian Government and not a DHL Express fee.

DHL Express will pass the Italian regulatory fee to the payer of the import duties, import taxes and other Customs-related charges, based on the selected DHL Duty Billing Service. The regulatory fee applies to shipments arriving in Italy on or after 1 January 2026, and will appear as a separate line item under ‘Regulatory Charges’ on the DHL Express invoice.

To avoid import customs clearance delays into Italy, shippers should:

  • Provide accurate and complete details of the goods, including the value of the goods and HS (Harmonised System) codes.
  • Provide complete and accurate Commercial/Proforma Invoice data electronically via DHL Express Electronic Shipping Solutions.
    Provide a valid email address and mobile phone number of the receiver/importer.
  • If you have selected the DTP Billing term (Duties Taxes Paid) then DHL Express will invoice the duty payer accordingly (import duties, import taxes and other Customs-related charges). This then results in no charges to your customers/receivers in Romania.


Similar measures for low-value shipments are expected to be implemented in other EU Member States starting in 2026, though implementations may differ by country. We encourage you to monitor updates regularly.
